GRANT APPLICATION GUIDELINES

NZCT FUNDING

NZCT's main focus is to provide funds for amateur sport. Around 75% of our grants are for sporting purposes. We also support other important causes, including rescue and life saving services, arts and community groups and education.

NET PROCEEDS COMMITTEE

The Net Proceeds Committee of NZCT will consider all applications for grant funding. This committee comprises any three of the Trustees and/or Tony Gill, National Grants Manager and Murray Charlesworth, Quality Assurance Manager. The committee meets at least monthly and is the final arbitrator of applications before signoff by the Board.

NZCT's Chief Executive is not a Trustee or a member of the Net Proceeds Committee. Therefore his voice is completely independent of the grants decision process.

THE DISTRIBUTION OF FUNDS

Funds are distributed to the areas from which they were raised and to regional or national societies or causes, if they are believed to be in the interests of the wider community.

ORGANISATION ELIGIBILITY

If you are interested in applying for a grant, it is important to ensure that your organisation is eligible first. The main points are summarised below.

  • You can apply for funds if you are a non-profit group incorporated as a charitable organisation or association promoting charitable purposes. The grant purposes must comply with the Gambling Act 2003, Gambling Regulations 2004 and NZCT's licence conditions. Grants will not be made to individuals, to closed groups where membership is discretionary, or for private (rather than public) purposes.

  • Grant requests must be for future spending, not for expenditure already incurred when NZCT receives the application.

  • Funds must be spent specifically for the purpose/s approved by NZCT. These purposes must be of direct and immediate benefit to your organisation.

SPORT

NZCT's main criteria for approval of sporting grants are:

  • Is the item funded necessary to play the sport (not just a nice to have)?
  • Will funding help achieve participation in, and development of, the sport?
  • Grants will only be made to support amateur sport. By this, we mean any amateur sporting activity, organisation or club that is:

    • Affiliated to a SPARC recognised national body; and
    • Genuine and real (has standards, rules, etc); and
    • Played on a regular basis as part of a significant competition; and
    • Open to public membership

    Most expense items necessary to play a sport, apart from those of a personal nature, will be considered. This includes: uniforms, ground maintenance, sports equipment, first aid kits and coaching.

    Travel and accommodation costs for teams attending tournaments in New Zealand will be considered provided costs are actual and reasonable and an official invitation or itinerary endorsed by the host's national body is supplied.

    The following items are NOT considered authorised purposes:

    • Professional sports, apart from where a professional is involved in coaching, training or development of junior sport.
    • Grants to non affiliated or social sports clubs or teams, including those playing in corporate leagues.
    • Trade tournaments or sporting events staged primarily for commercial publicity and/or the benefit of a select industry group.
    • Affiliation fees, individual or team memberships and subscriptions.
    • Dress uniforms, tracksuits (unless for school, regional or national representative teams), training uniforms and personal gear bags.
    • Laundry costs, commercial gym fees and major medical costs.
    • Cash prizes or large non-cash prizes.
    • Grants to any sports facility run for commercial profit, such as billiard parlors, 'country clubs' for golf, or clubs with closed memberships.
    • Grants to clubs that use commercial gaming machine hotel sites as a clubroom or sporting venue.

HORSE RACING

Grants to racing clubs, including stake money for races, and maintenance of equipment and public facilities are permissible.

The following items are not considered authorised purposes:

  • Facilities or services that would give commercial benefit to owners, trainers, jockeys, breeders or any other person involved in the racing industry e.g. the breeding of racehorses or the payment of jockeys.

OVERSEAS TRAVEL

Grants for New Zealand residents to travel outside New Zealand will only be considered if the application is submitted by the organisation's national body for New Zealand representatives.

The purpose of the travel must be for an authorised purpose (e.g. a genuine amateur sporting tournament) and the travel expenses claimed are actual and reasonable (no first class or business class travel costs will be met).

In all instances, any funding for overseas travel will be for airfares only from the point of departure to first point of arrival unless the situation and purpose are exceptional.

Applications must show the names of all travellers. Consideration will be given for participants only.

Partners' and supporters' costs are not considered an authorised purpose.

MOTOR VEHICLES

Requests to assist with the purchase of vehicles will generally only be considered in exceptional circumstances and generally only for disadvantaged groups who require mobility to assist their members. Vehicles would generally be specially modified and ownership must remain in the hands of the applicant organisation.

The following items are not considered authorised purposes:

  • Purchase or subsidy of vehicles intended for purposes associated with social functions.
  • Fuel, tyres or repairs to motor vehicles
  • Mileage claims

SALARIES

Application for wages and salaries may be considered providing that the payment of a wage is necessary to achieve an authorised purpose, will clearly result in development of the applicant organisation and the request is supported by a signed employment contract and listing of key performance indicators. In order to ensure community funds are effectively applied, the effectiveness of the position must be measurable by the applicant organisation.

SOCIAL ACTIVITIES

The only social activities which may be eligible for a grant are those that directly benefit disadvantaged groups or are considered by the Net Proceeds Committee to be for the benefit of the wider community, e.g. public concerts and seasonal community parades or festivals.

The following items are not considered authorised purposes:

  • Events which are principally social in nature (e.g. after match functions, parties and balls).
  • Provision and maintenance of facilities set up to provide social activities.
  • The purchase of alcohol, food and refreshments, paying staff for bar work, and maintenance or provision of bar facilities.
  • Family reunions
  • Entertainment in pubs or clubs.
  • Sporting trips for supporters or spectators.

ADVERTISING

Grants for advertising will be considered provided the activity or event to be promoted is entirely non-commercial and benefits the wider community. This includes:

  • Advertising to encourage participation in amateur sport
  • Promotion of public amenities such as parks or museums
  • Advertising for charitable appeals
  • Advertising for non-profit cultural events.

EDUCATIONAL PURPOSES

Grants for essential, safety-related or sporting equipment for educational or training organisations, including kindergartens, play centres and schools will be considered on a case by case basis.

Grants for scholarships for further education or personal development leading to a wider community or sporting benefit, will be considered on a case by case basis. Generally any approved grant would be made to the education provider rather than the individual.

The following items will not be considered:

  • Educational resources, building projects or other items which would generally be regarded as core educational needs and the responsibility of the Ministry of Education.
  • Training which will result in commercial gain or career-orientated qualifications e.g. tertiary studies for individuals.
